The Bill (Reg. No.1475) includes a technological park "GUAM TECHNO PARK" (Kyiv) into the list of technological parks.
Activities of the Techno Park will be aimed at elaboration and introduction of modern IT-technologies necessary for creation of an information and innovation area of GUAM; elaboration of environmental, social and economic, and technological projects with due consideration of advantages of every GUAM member State in accordance with the European standards; and elaboration and implementation of innovation projects of the GUAM organization.
However, the People´s Deputies deem necessary to supplement the Bill with argumentation regarding the reasons for which the coming projects of the "GUAM TECHNO PARK" can not be realized at the active techno parks "Kyiv Polytechnic" (Kyiv), "Intellectual Information Technologies" (Kyiv) and "Ukrinfotech" (Kyiv) that implement similar projects. A relevant legal pre-condition is envisaged by the regulations of the Law "On the Scientific Park "Kyiv Polytechnic" by means of concluding an agreement between a scientific park and economic entities willing to participate in elaboration and realization of the projects of a scientific park.
Furthermore, the explanatory note fails to present financial and economic argumentation of reasonability of creating a new techno park. The Cabinet of Ministers of Ukraine fails to uphold the Bill. The resolution of the Cabinet of Ministers states that "use of a word "GUAM" in the name of the Techno Park can violate the rights and interests of the founders of the said international organization, unless there is a prior agreement".
